‘재활용품 요일별 배출제’에 대한 지역주민의 인식 및 그 개선방안

국문 초록

이 글의 목적은 ‘재활용품 요일별 배출제’에 관한 지역주민의 인식 및 시행 실태를 분석하고 이를 토대로 개선방안을 제시하는 데 있다. 이 논문의 연구 대상은 제주시 한림읍 지역주민들이며, 연구 방법은 설문지법을 적용하였다. 설문지를 통하여 얻은 응답들에 대해서는 SPSS 통계 분석 프로그램을 적용하여 그 결과를 도출하였다. 인식 및 시행 실태를 분석한 결과 현재 시행되고 있는 요일별 배출제는 ‘필요하고도 유용하긴 하지만 아직도 보완해야 할 부분이 많은 미완의 제도’라고 평가할 수 있었다. 이 제도를 보완하고 개선하기 위한 대안으로는 크게 세 가지를 제언하였다. 첫째는 주민의식 개선을 위한 획기적 방안이 요구되며, 이 가운데 우선적으로 필요한 것은 실천 위주의 환경교육이라는 점이다. 둘째는 한림읍과 지역주민 간 활발한 의사소통이 요구되며, 이를 토대로 한 정기적인 쓰레기 분리 배출 교육, 지속적인 참여 자세 독려 및 동기 유발 등의 방안이 필요하다는 점이다. 셋째는 쓰레기정책의 우선순위를 재활용에만 둘 것이 아니라 감량과 재사용 정책에도 동등한 비중을 두고 병행 추진해 나가야 한다는 점이다.

영문 초록

The purpose of this paper is to analyze the residents perception and improvement ways of ‘Recyclable Waste Emission System by Day of the Week’ in Hanlim-eup, Jeju-si, Jejudo. The research subjects of this paper are residents of Hanlim-eup, and the research method is questionnaire method. The SPS statistical analysis program was applied to analyze the responses obtained from the questionnaire, and the results were derived by this application. As a result of the analysis, I could evaluate the current ‘Recyclable Waste Emission System’ as an unfinished system which is necessary and useful to us but still has a lot to supplement. As an alternative to supplementing and improving this system, I have suggested three things. First, groundbreaking measures are required to improve the consciousness of the residents, and the first of these measures is practical environmental education. Second, active communication between Hanlim-eup and local residents is required. Furthermore, Hallim-eup should not only conduct regular waste separation emission education, but also motivate residents to actively participate in the ‘Recyclable Waste Emission System by Day of the Week’. Third, Hanlim-eup should be freed from putting waste policy only in recycling. In other words, Hanlim-eup should pursue a policy to reduce and reuse waste along with the waste recycling policy.
