영문 초록

Right after liberation, Korean existed just as a nation in the colonial period had made a step to establish a government by creating a people. But in Korea, the needs of the Korean Nationality Act for settling the boundary of Korean had come not from inner Korean, but from outside force, that is, U.S. military administration. Yet the process of founding the Nationality Act still had related to the contemporary issues, so the Act of U.S. military administration had been enacted pursuing to build a Korean government, and the Act of Korean government also had. In the discussion process about the Nationality Act settling down the qualification of Korean people, it pointed as a characteristic that the Korean nationalism had been severly operated. So, a foreigner being a Korean people, has not only simply mean a people itself, but also related the requirement being a Korean nation. The other characteristic of the legislation process is that during U.S. military administration the Act had verified and consolidated to being a people for inner Korean, after built Korean government, on the other hand, settlement of people s boundaries had divided inner Korean and foreigners making enforcement to be a Korean people In this way, The temporary Regulation of Korean Nationality founded under military administration, and The Korean Nationality Act under initial Korean government era had been changed several times, but they had been the skeleton of current Act of Korea. So, studying on the legislation procedure of National Act, an acquisition of the Korean nationality had not simply being a member of Korean people, but also, in the other side, secretly enforcing to be a Korean nation.
