영문 초록

Kurachi Tetsukichi played a very important role in the annexation of Korea by Japan in 1910. He was selected as the director for political affairs in Foreign office in 1908, and he made a plan for an annexation of Korea and the foreign policy in related to Korean affairs that were prepared after Ito Horobumi and Komura Jutaro reconciled their ideas. At first, he used the word of ‘byeonghab’ in 『The basic policy toward Korea』 drafted on March 1909. It was meant that as if the feeling of invasion was little, Korea would become diminished and the part of Japan. It has been the standard meaning of the colonizing Korea by Japan in the public document of Japanese Government until now. What is more, when there was an outbreak of Ito’s death in 1909, Kurachi settle his affairs in order not to influence the process of the Korea’s annexation. The Annexation Preparation Committee organized by Japanese Government on June 1910 prepared for annexation of Korea concretely based on the original plan drafted by him. He arranged Korean Foreign affairs and drafted mains documents in connection with them as an Assistant Manager in the committee. Kurachi was the only man who played a important role in the all courses of the annexation of Korea by Japan in the filed of practical affairs as well as theories after the period of the Residency-General. In conclusion, it can be seen that Kurachi was a practical planner of the annexation of Korea.
