교육청의 교육정책결정과정에 참여하는 행위자 분석

국문 초록

본 연구는 2015년 광주광역시교육청 학교업무정상화 정책결정과정에서 행위자들이 어떠한 형태로 상호작용하는지 사례연구를 통해 분석해보고자 하였다. 연구 수행을 위해 2015년 3월부터 10월까지 참여관찰과 심층면담을 통해 주요 연구 자료를 수집한 뒤, 결과를 분석하였다. 분석 결과, 광주교육청의 정책 담당자는 정책결정과정에 비공식적 행위자를 참여시켰으며, 행위자 간 조정, 설득, 협력, 갈등 형태, 협력과 갈등의 공존, 연합 형태의 상호작용이 발견되었다. 특히, 이번 연구에서는 공식적 행위자와 비공식적 행위자와 비공식적 행위자간의 상호작용이 많이 발견되었다. 공식적 행위자는 비공식적 행위자의 정책 거부로 인해 갈등하는 한편, 정책 대안을 마련하는 과정에서 비공식적 행위자와 의견을 조정하고, 협력하고 있었다. 즉, 지방정부의 공식적 행위자는 정책결정의 법적권한이 있음에도 민주적 소통을 기반으로 상호작용하고자 노력하고 있었다. 이처럼 정책결정과정에서 다양한 상호작용이 가능했던 이유는 학교업무정상화 정책이 직선제 교육감에 의해 추진된 정책이며, 정책 운영의 자율성과 행위자의 협력이 강조되었기 때문이다.

영문 초록

This study aims to explore actors interaction types on local government s policy decision making process. This study investigates the case of teacher s workload reduction policy in Gwangju Metropolitan Office of Education. To do this, I analyzed the characteristics and the interaction types of policy actors. As a result, official actors of Gwangju Metropolitan Office of Education allowed non-official actors to be involved in the process of policy decision making. The study examined modes of interaction such as conciliation, alliance. In this study, the interactions were mostly happened between official actors and non-official actors, and among non-official actors. Some official actors had been in conflict with non-official actors because of their objection to the policy. On the other hand, they had cooperated in the steps of choosing out the alternatives. The study found the possibilities of harmonious interaction as local government s official actors to play vital role as a partner in decision making process. The outcomes of the study is based on some circumstances. First, the policy is addressed by superintendent, who shall be elected by the local citizens including non-official actors. Second, the policy stresses actors autonomy and cooperation.
