영문 초록

The purpose of this study is to find out how effectively local governments’ fiscal spending has been utilized for regional growth. The efficiency of 226 local governments was measured and compared by type using Data Envelopment Analysis (DEA). As an input variable, the 2015 fiscal year expenditure settlement was used. The output variable was evaluation scores derived from the Evaluation System of Sustainability and Infrastructure for Citizen s Well-Being in 2018. The results of comparing the relative efficiency index by type, such as location, administrative organization and budget size are as follows. The relative efficiency goes up, as several variables go higher, such as the budget and population size, cities belonging to Seoul metropolitan area, special cities and metropolitan cities and municipalities, Through in-depth study by the sector of evaluation scores, the result is similar to the overall efficiency analysis results, except for the urban environment sector. In the case of the urban environment sector, efficiency gradually decreased as budget size increased. In the case of Group 5, which is at the bottom 20% of the efficiency index, it is necessary to adjust the amount of input on budgets related to social welfare, culture and tourism, agriculture, marine and fisheries, national territory and regional development, and environmental protection to enhance efficiency. However, rather than inducing unconditional budget cuts based on analysis results, it is important to find efficient budget allocation and proper input strategies through more detailed research. It is also necessary in some ways to adjust the Evaluation System of Sustainability and Infrastructure for Citizen s Well-Being for efficient local governments’ fiscal spending and budget allocation.
