시·도지역 특수교육 발전을 위한 특수교육 당사자의 요구 분석

국문 초록

이 연구는 시·도지역 특수교육 발전 방안 모색을 위한 특수교육 당사자의 요구를 분석하였다. 이를 위해, 충북지역 특수교육 당사자인 교육자와 학부모를 조사대상으로 선정하여 2018년 7월 15일부터 2주간 설문조사를 실시한 결과, 교육자 705명, 학부모 183명 총 888명의 자료를 수집하였다. 연구 결과 충북 특수교육 당사자의 요구는 첫째, 교육과정 운영과 관련하여 교육과정 운영의 활성화, 개별화교육계획의 활성화, 장애학생의 공정한 평가를 위한 방안, 진로·직업교육의 활성화, 특수교육 교원의 교권 향상 방안, 둘째, 특수교육관련 서비스 등 교육지원과 관련하여 치료지원 서비스의 활성화, 방과 후 운영 시 시급한 해결 사항, 특수교육 보조 인력 배치, 통학비 지원 관련 개선 사항. 셋째, 충북특수교육원의 역할 정립이었다. 이 연구의 결과를 토대로 충북 특수교육 발전 모색을 위한 정책적 과제에 대해 논의하였으며, 충북 특수교육의 지속적 발전을 위한 제언을 하였다. 이 연구는 지역적 특수성을 고려한 특수교육 당사자의 요구를 반영한 특수교육 발전 정책의 기초 자료로서 의미가 있다.

영문 초록

The purpose of this study was to survey the special education development needs of educators and parents who are involved in special education in Chungcheongbuk-do, and conducted frequency analysis and chi-square test of the total 888 data, 705 teachers and 183 parents’ survey responses were collected by Chungcheongbuk-do Office of Education. The results of the study showed that there were the needs of the Chungcheongbuk-do Special Education Parties’. First, In terms of the operation of the curriculum, activation of the individualized education plan, fair evaluation adaptation of students with disabilities, activation of career and vocational education, and improvement of teaching rights of special education teachers. Second, In terms of special education-related service programs, activation of the therapy support services in relation to education support, urgent solutions for after-school program operation, improvement of paraprofessional placement, and improvements of the cost of Transportation. Third, regarding the role of Chungcheongbuk-do Institute of Special Education, teachers placed priority on providing family support and parent counseling, counseling to positive behavior support. Parents placed priority on providing tailored instructional consulting to enhance the quality of inclusion, and the provision of ideas for startups and job creation of students with disabilities. It was proposed that special education parties should use it as a basic resource for establishing policies for future special education through the needs of the special education parties reflecting regional specificity.
