미국 초등 교사들을 통해 본 교육과정 자율적 운영에 관한 인식 및 관점

국문 초록

최근 정부는 정부 주도의 획일화된 하향식 교육의 한계를 인지하고, 단위학교를 중심으로 개별교사들이 교육과정을 편성 운영할 수 있는 권한을 확대해가고 있다. 그러나, 실제 자율적 교육과정 운영은 추상적인 정책 차원에만 머물러 있을 뿐 구체적인 교실 현장에서 실현되지 못하고 있다. 교사수준의 교육과정 운영의 자율권이 답보적인 한국과 달리 미국은 교사들의 교육과정 자율권을 오랫동안 제도권 내에서 보장해왔다. 본 연구는 미국 교사들이 교육과정 자율권을 어떻게 활용하는지에 대해분석함으로써 한국교육에 대한 시사점을 찾고자 한다. 본 연구 목적을 위해 연구자는 미국 초등학교 교사의 경험을 구체적으로 기술하고 분석하기 위해 개별 면담 조 사를 실시하였다. 면담을 위한 기본 질문은 교육과정 자율권이 실행되는 영역과 실행되는 정도에 대한 질문으로 구성되었다. 연구자는 2019년 상반기 동안 미국 중서부 지역 M도시에서 VH 초등학교에 근무하는 4명의 교사를 대상으로 면담을 진행하 였다. 결과 분석은 자료 수집과 동시에 이루어졌다. 연구결과 면담 참여자들은 교사로서 자율성은 교육내용 선정, 교육 자료, 그리고 교육환경 구성에서 발휘된다고 믿었다. 미국 교사들은 이상의 세 가지 영역에서 자율권이 보장될 때 교사로서 전문성 역시 보장된다고 가정하고 있었다. 이와 같은 연구 결과는 교사의 자율성은 다양한 학생들을 위한 수업을 최적화하기 위한 선행조건임을 시사한다.

영문 초록

The Korean government has implemented policies to change its traditional standardized education into active student-centered learning. The policies allow each school to make decisions on the certain areas, expanding the authority of individual teachers. However, few teachers perceive that they have autonomy in teaching their own teachers. Unlike Korea education which just started to recognize teachers as autonomous professionals, the American education has guaranteed the autonomy of teachers in their curriculum for a long time. Analyzing how American teachers’ practices with teaching autonomy will provide the implications for Korean education. I conducted individual interviews with American teachers who are teaching first grade and second grade in an primary school. The interview questions are related with a main research question of how they use their teaching autonomy. Four elementary school eachers in M city of mid-west area of the US participated in my semi-structured interview. As a result of the research, participants showed that autonomy is the content of education, educational materials, and educational environment.
