재난 예방 분야의 안전서비스 동향분석을 통한 재난 안전기술 발전 방안

국문 초록

본 연구의 목적은 재난 예방을 위한 국내외 안전서비스의 기술 동향 및 사례 분석을 통해 재난에 대한 환경변화로 인한 신종⋅미래⋅복합재난의 발생 가능성과 이에 대응하는 요구사항을 도출하고, 최종적으로 국민의 안전 및 안심 지원을 위한 안전서비스 기술개발의 중장기 전략 수립의 기초자료를 제공함에 있다. 국내외 재난 안전 관련 연구개발 동향을 파악하기 위하여 1) 미래⋅신종 재난이슈 탐색 관련 기술개발, 2) 재난⋅안전 기술 기준 통합관리 관련 기술개발, 3) 재난대비 국가운영 연속성 관리기술개발, 4) 재난대응⋅구호⋅복구 관련 기술개발, 5) 재난안전 취약계층 안전⋅안심 관련 기술개발 등을 조사하였다. 국내외 사례를 검토한 결과, 우리나라 재난 안전 환경에 적절한 기술개발과 이에 대한 정책적인 지원이 요구되는 것으로 나타났으며 특히, 재난안전 컨트롤 타워 및 재난관리 책임기관 등의 역할이 중요한 것으로 나타났다. 또한 신종⋅미래재난에 대한 대응과 대규모 재난에 대하여 통합적 안전관리 기술개발, 기능연속성을 확보하기 위한 기술개발과 안전취약계층을 비롯한 국민보호 기술개발 확보가 필요한 것으로 나타났다.

영문 초록

The objectives of this study are to identify the possibility of new, future, and complex disasters resulting from environmental changes and corresponding requirements through the analysis of technology trends and safety services for disaster prevention, and to provide the basic data for the development of safety service technologies for people s safety and security. The R&D trends related to disaster safety are technology developments related to 1) search for future and new disasters, 2) integrated management of disasters and safety technology standards, 3) national continuity of operation management for disaster prevention, 4) disaster response, relief, and recovery, and 5) safety and security of vulnerable population. A review of various international cases reveals that appropriate technology development and policy support are needed, and that the role of disaster safety control tower and disaster management institutions is important. Also, integrated safety management technologies for new and future disasters, and development of technologies for large-scale disasters are needed, as is development of technologies for protecting people, including those vulnerable to paralysis of national infrastructure facilities.
