국문 초록

현재 국내에서 시행되고 있는 재해예방사업에 대한 정확한 투자우선순위 결과를 도출하기 위해선 기존의 경제성 평가모형을 개선한 방법론의 도입이 필요하다. 본 연구에서는 직접편익 산정을 행정안전부 R&D 과제에서 새롭게 개발한 ‘한국형 손상⋅손실함수’를 사용하였다. 간접편익 산정의 경우 비용가치로 산출할 수 있는 간접편익 항목을 선정 및 개발하여 지구 단위의 소규모 지역에 적용할 수 있도록 하였다. 2014년도 기준 동두천시 5개의 하천재해위험지구에서 시행되는 재해예방사업에 시범 적용한 결과 안말천지구가 가장 높은 B/C값을 보였으며, 광암제2지구에서 가장 낮은 B/C값이 도출되었다.

영문 초록

In order to derive accurate investment priority results for current disaster prevention projects, it is necessary to introduce a methodology that has improved upon the existing economic evaluation model. In this study, we used the Korean damage and loss function, which was newly developed in an R&D project of the Ministry of the Interior and Safety (MOIS). In the case of indirect benefit calculations, indirect benefit items that can be calculated for cost value were selected and developed to be applicable at the district level. As of 2014, Anmalcheon district had the highest B/C value, while the lowest B/C value was in Gwangam Second District.
