국문 초록

최근 지구의 평균 기온이 지속해서 상승함에 따라 지구온난화로 인한 기후변화로 예측 불허한 기상재해가 계속해서 발생하고 있으며 그로 인한 피해가 증가하고 있는 추세이다. 이러한 자연재해로 발생하는 인명피해, 재산피해 및 복구비 등에 대한 주요 통계를 자연재해통계로 정의하면, 지금까지의 자연재해통계는 행정구역의 통폐합 및 통계 조사항목의 변화에 따라 과거 자료를 포함한 년 단위 시계열 통계자료로 구축이 어려운 상황이다. 따라서 본 연구에서는 행정구역의 개편에 따른 행정구역의 변화와 피해 통계 항목별 변화 이력을 조사∙분석하여 시계열 분석의 활용성을 높이고 자연재해통계의 연속성을 확보하는 방안을 연구하였다. 행정구역 및 피해통계 항목의 변화 이력을 포함하여 시계열 연계를 통해 기존에 비교가 불가능하였 던 서로 다른 시점의 자료를 직접 비교⋅분석하여 자연재해통계의 연속성 확보 및 이력 분석의 기초자료로 활용할 수 있는 기반을 마련하였다.

영문 초록

As the planet s average temperature continues to rise because of global warming, climate change is causing an increasing number of unpredictable weather-related disasters, which correspondingly cause increasing damages. Natural disaster statistics mainly include data on lives lost, property damaged, and recovery; however, because of changes in administrative and statistical survey items, natural disaster statistics are currently not collected as time series statistics that include historical data. Therefore, this study examines the method securing continuity of natural disaster statistics to improve the utilization of time series analysis. The results are expected to increase the continuity of natural disaster statistics and serve as more accurate basic data that facilitate direct comparisons and analysis of data from different times, which was previously impossible.
