국문 초록

상인들은 기존의 구도심이 가진 가장 큰 문제점인 협소한 도로에 무분별하게 지어진 상가로 인한 문제점들이 소비자들이 외면하게 하는 가장 큰 이유로 인식하고 있으며, 이러한 문제의 해결은 공용주차장 조성이나 차없는 거리조성 등으로 판단하고 있는 것을 알 수 있다. 또한, 좁은 도로여건에 차량까지 다니는 거리는 쇼핑객에게 불편을 초래하여 원도심 방문을 원하지 않게 하는 중요한 요인으로 보고 있다는 것이다. 따라서 공용주차장의 확대로 차량의 주차를 원활하게 하고 시민들이 편하게 다닐 수 있는 환경을 조성하는 것이 지방소도시 상권의 활성화를 위해서 중요하다는 것을 알 수 있다. 또한, 상인들은 젊은 계층 등을 중심으로 공실인 상가를 창업함으로써 현대 소비에 부합하는 새로운 아이디어가 적용되면 상권활성화에 도움이 되는 것으로 인식하고 있기 때문에 단순한 물리적환경개선뿐 아니라 이러한 환경이 조성될 수 있는 전문적 지원이 필요하다는 것을 알 수 있다. 또한, 개별 상점이 아닌 전체 상권내의 모든 상가들이 상호 작용하여 상생효과를 내는 것이 효과적으로 인식하고 있기 때문에 통합적인 관리 프로그램의 구축과 이를 바탕으로 한 홍보, 마케팅 등이 필요하다고 할 수 있다. 또한, 현대 소비자들은 오프라인 보다 온라인으로 구매하는 성향이 강해지기 떄문에 상가 거리 전체의 볼거리를 제공하지 않는 이상 원도심 방문의 이유가 크지 않기 때문에 문화축제 등 볼거리를 제공하고 경제적 이익이 제공되는 이벤트를 준비하여 고객들이 모이게 하는 것이 필요하다고 할 수 있다.

영문 초록

The present study aimed to propose ways for the revitalization of blighted commercial district of local small city in the process of Urban Regeneration New Deal Project in Korea. In doing so, this study employed Analytic Hierarchy Process (AHP), a tool of identifying knowledge, experiences and intuitive of evaluating participants by ways of judgment resulting from pairwise comparison of elements that constitute the hierarchical structure of decision-making. An analysis of four large classification revealed that merchants preferred an improvement of physical facilities the most. An analysis of complex significance showed that merchants preferred an increase of merchants capability followed by a public parking lot, a construction of theme commercial area, road without cars, common workshop or seminar of merchants and an establishment of new retail shops subjected by young generation. The results showed that the merchants in local small city recognize the importance of an improvement of an individual capability of merchant as well as physical improvement for a revitalization of the blighted commercial district in local small cities in the Urban Regeneration New Deal Project. In conclusion, the planners of a revitalization of blighted commercial district in local small city should consider the recognition of the merchants who operate their own business in the area in stead of just following the manual or index.
