제3차 중장기 보육 기본계획에 대한 원장의 요구도 및 중요도 분석

국문 초록

본 연구는 제3차 중장기 보육 기본계획(2018년-2022년)에 대한 원장의 기대감을 살펴보고 보육지원 정책의 타당성을 평가하는데 목적이 있다. 본 연구목적을 달성하기 위해 부산·울산·경상에서 어린이집을 운영 중인 원장 218명을 대상으로 분석을 실시하였다. 이를 위해 SPSS 23.0 & Excel 2010을 활용하여 대응표본 t-test, Borich 요구도 모델 분석, The Locus for Focus 모델 분석, Matrix 분석을 실시하였다. 연구결과에 따르면 첫째, 제3차 중장기 보육 기본계획에 대한 원장의 요구도와 중요도는 모두 높게 나타났다. 둘째, 원장의 기대가 큰 정책은 ‘부모의 양육역량 강화 지원’, ‘보육교사 적정 처우 보장’, ‘직장어린이집 활성화’로 나타났으며, 특히 노력의 집중이 요구되는 정책은 ‘부모의 양육역량 강화 지원’으로 나타났다. 이러한 결과는 향후 보육지원 정책을 마련하는데 기초자료를 제공할 뿐만 아니라 보육지원정책 운영방안에 대한 방향성을 제시하였다는 점에서 의의가 있다.

영문 초록

This study aims to investigate the expectation of the directors about the 3rd mid and long-term child-care plan (2018-2022) and to evaluate the validity of the child-care support policy. For this purpose, the study presents analysis result on 218 childcare center directors from Busan, Ulsan, and Gyeongsang in South Korea. In this study, paired t-test, Borich needs assessment model, locus for focus model, and matrix analysis were performed using SPSS 23.0 & Excel 2010. The results were as follows: First, the directors needs and importance for the 3rd mid and long-term child-care plan were all high. Second, the most expected policies of the directors were ‘support for strengthening parental capacity’, ‘ensure appropriate care for child-care teachers’, ‘activation of employer-supported child care centers’. In particular, ‘support for strengthening parental capacity’ required the concentration of government support. The results of this study are meaningful not only to provide basic data for the future child-care support policies but also to suggest directions for the operation of child-care support policies.
