대학 연구윤리규정의 내용 분석과 정비 과제

국문 초록

이 연구는 우리나라 4년제 대학의 연구윤리 관련 규정을 조사하여 그 특징을 추출하고, 현행 규정의 미비점과 향후 정비해야 할 과제가 무엇인지를 논구하는 데에 목적이 있다. 조사 대상이 된 모든 대학의 연구윤리규정은 1) 연구 부정(부적절) 행위의 유형과 개념적 범위, 2) 연구 부정(부적절) 행위의 검증 절차 및 기준, 3) 검증 결과에 대한 후속 조치 등을 핵심 내용으로 포함하고 있다. 일부 대학은 부정(부적절) 행위의 종류와 유형을 자세히 소개함으로써 분명한 검증의 기준을 제시하고 있다. 대학별 규정에서 향후 정비가 필요한 과제는 1) 부정행위와 부적절행위의 구분 실익에 관한 문제, 2) 검증 주체의 문제, 3) 검증의 시효 문제이다. 이 연구에서는 이들이 왜 문제가 되는지, 그리고 이 문제를 어떤 방향에서 정비하는 것이 대학 연구윤리의 발전적 확립을 위해 바람직한지를 논의하고 있다.

영문 초록

This study aims to review the regulations of Korean universities concerning research integrity, and to discover some problems of the regulations and supplementary tasks to these problems. The regulations about research integrity of 149 universities, uncovering the regulations on their own web-sites, contain three essential elements commonly; 1)the type and boundary of research misconduct/misdemeanor, 2) inspection procedure and standard about the misconduct/misdemeanor, and 3) follow-up measures based on the inspection. A few regulations are helpful in making the inspection standard obvious by clarifying the boundary of research misconduct and/or misdemeanor. This study pointed out three important problems in the regulations to be resolved as follows: 1) What is the practical necessity of distinction between misconduct and misdemeanor? 2) Which is the proper agent of inspection when some institutions are engaged in a misconduct/misdemeanor? and 3) How do we treat the inconsistency of inspective prescription period among universities and even a university before and now? From the awareness of these problems, this study proposes relevant countermeasures to each problem accordingly. This proposal reflects the idea that existing regulations should be improved and aligned for the real integrity of university research.
