영문 초록

In the beginning, the development restriction area enforced since 1971 simply focused on maintenance after its designation. However, starting with the Kim Dae-Jung government, this restriction was lifted for 7 smaller provincial cities while giving the total amount of cancellation for 7 metropolitan areas including Seoul metropolitan area. Then, the Roh Moo-Hyun administration cancelled it for construction regions of public rental housing, group community, etc. and the Lee Myung-Bak administration expanded the total amount of cancellation with state-subsidized (“Bogeumjari”) housing, etc. The Park Geun-Hye administration is also continually releasing the development restriction area for building rental housing and industrial complexes. Residents support project is a support system for those living in the maintenance district not included in he region of cancelled development restriction area. This support system is being introduced by expansion rom the initial benefits/conveniences-in-life project and increased welfare project (2001) to research project (2003), increased income project (2008), livelihood assistance project (2009) and housing improvement assistance project and environment/culture project (2012). However, there still remain regulations of land use accompanied by the development restriction area, deepening the sense of relative deprivation. With the Park Geun-Hye administration, they are positively driving forward improvement since May 2015 by easing regulations on the location and cancellation of development restriction area and facilitating the restoration of damaged land in the area, such as cattle sheds. Still, there is need for institutional supplementation as to the project of supporting residents in development restriction area. Accordingly, this study proposed a plan to increase the efficiency of the project of supporting residents in development restriction area.
