한국과 중국의 대학평가 평가모형에 관한 비교 연구

국문 초록

본 연구는 중국의 고등교육 평가모형(합격평가, 심화평가)의 기본 현황과 운영 실태를 파악하고, 한국의 고등교육 평가모형에 대한 시사점을 도출하는 데 목적이 있다. 2011년부터 2019년까지 출판된 중국과 한국의 정부 문서 및 연구물을 분석하는 문헌 조사연구를 시행하였으며 주요 문서는 중국과 한국의 교육부와 학술사이트를 통해 수집하였다. 평가주체, 평가지표, 평가과정, 평가결과 활용을 비교 준거로 하여 한국과 중국의 대학평가 평가모형을 분석하였다. 연구결과, 평가주체 측면에서 중국과 한국은 유사하고, 평가지표, 평가과정 및 결과활용 측면에서 차이가 있었다. 한국의 경우, 1주기와 2주기 모든 대학을 대상으로 대학의 기본역량을 정량평가 중심으로 시행하였다. 중국의 합격평가는 정량평가로 대학의 기본역량을 총괄적으로 점검하고 그 결과를 등급으로 구분하지만, 심화평가는 피드백 중심의 정성평가로 평가의 결과를 등급으로 구분하지 않았다. 즉 중국의 경우, 합격평가를 통과한 대학을 대상으로 피드백 중심의 심화평가를 5년 주기로 시행함으로써 고등교육의 질을 단계적으로 개선하고 있었다. 연구결과를 통해 한국의 대학기본역량진단 평가모형의 운영 및 개선방안에 대해 비교 교육학적 관점에서 시사점을 도출하였다.

영문 초록

The purpose of this study is to identify the basic status and operation status of China s higher education evaluation model(Qualification Evaluation, Audit Evaluation) and derive implications for evaluation model of Korea s higher education. Reference literature was examined to analyze government documents and research articles of China and Korea published from 2011 to 2019. The key documents were collected from the Ministry of Education and academic sites in China and Korea. The evaluation model was analyzed based on evaluation subjects, evaluation process, evaluation index and utilization of evaluation results. Both China and Korea showed similarity in terms of evaluation subjects, however, differences were detected in evaluation index, process and utilization of evaluation results. In Korea, quantitative evaluation for University Basic Competence Assessment was carried out in all universities during the 1st Cycle and the 2nd Cycle. In China, quantitative evaluation for qualification evaluation was conducted as a basic competence assessment of universities and the results were classified into grades. Audit Evaluation was not classified because of its characteristics of feedback based formative evaluation. In other words, the quality of higher education in China has been gradually improved as Audit Evaluation has been conducted for a five-year term through universities that passed Qualification Assessment. As a result of the study, the implications for the operation and improvement plan of evaluation system for Korea s University Basic Competence Assessment were derived from the comparative pedagogical point of view.
