특성화사업이 참여 대학들의 특성화 추진과정에 미친 영향

국문 초록

본 연구는 2014년 출범한 대학 특성화 사업(CK 사업)이 참여 대학의 특성화 추진 과정에 미친 영향을 탐색하여 향후 특성화를 위한 대학의 방향과 정부의 역할을 제언하기 위해 수행되었다. 이를 위해 2018년 9월부터 11월까지 CK 사업에 참여한 전국 7개 대학의 보직교수들을 대상으로 반구조화된 면담을 실시하였고, 관련 문헌 자료들을 종합적으로 분석하였다. 분석 결과, CK 사업은 대학들에게 특성화 정책을 추진하기 위한 동력과 기본틀을 제공하였으나 대학들의 대내외적 환경, 그리고 CK 사업이 상정하고 있는 기본 논리 등의 이유로 인해 대학 전체에 포괄적인 특성화 효과를 발생시키지는 못한 것으로 나타났다. 특히 특성화를 학과 중심으로 좁게 정의하는 접근방식과 대학의 거버넌스 구조나 조직 문화에 대한 무시, 그리고 감시와 통제 일변도의 예산 지원 등은 추후 정부가 대학 특성화와 구조조정을 위해 정책적으로 지원하고자 할 때 개선해야 할 사항들로 나타났다. 이러한 결과에 근거하여 앞으로 대학 특성화 정책을 혁신하고자 할 때 고려해야 할 사항들과 후속 연구에 대한 논의와 제언을 제시하였다.

영문 초록

University specialization as the method of enhancing institutional competitiveness has been gaining more and more importance as the external environmental factors surrounding universities, such as a college-going population decline and shrinking governmental supports for universities, are becoming unfavorable. This research was conducted to investigate the impact of the CK(University for Creative Korea) project, a governmental support program aiming to promote university specialization, on Korean universities’ strategies and practices of institutional specialization. Qualitative interview data were collected from seven faculties who have implemented the CK project as the head of the office of planning and assessment in their institution. In the analysis, the CK project was found to have provided seven institutions with the momentum and the basic logic to implement the specialization strategies. However, the degree of successful specialization of each institution were varied by advantageous or disadvantageous factors that seven institutions had as well as intrinsic limitations of the CK project. Conclusions and implications for future policies of university specialization were discussed.
