국문 초록

남북관계 개선의 흐름 속에서 남북경협, 더 나아가서 통일에 대한 관심이 높아지고 있다. 한편으로 남북경협, 대북투자, 그리고 통일을 대비한 통일비용에 대한 논의도 지속되고 있다. 남북통일에 대비하여 통일비용을 절감하고 편익을 극대화하기 위해서는 토지등록, 교통, 에너지, 통신 등 사회간접자본의 대폭적인 확대가 필요하다. 개발도상국을 포함한 저소득국가의 경제발전에 있어서 사회간접자본의 확충은 최우선적으로 추진되어야 할 사업이며 이것은 북한경제의 재건에 있어서도 외로 될 수는 없을 것이다. 본 연구는 북한의 사회간접자본의 실태와 장단기 수요를 파악하고 SOC시설의 확충을 위한 자금조달방안을 제시하고자 한다. 북한 SOC시설 확충은 남한의 정부와 민간 또는 국제사회의 지원을 통해 진행되는 방안이 유력하다.

영문 초록

In the process of improvement of inter-Korean relations, interest in inter-Korean economic cooperation and further unification is increasing. On the other hand, discussions on the cost of unification in preparation for inter-Korean economic cooperation, investment in North Korea, and unification are continuing. In order to reduce unification costs and maximize benefits in preparation for unification, it is necessary to expand social overhead capital such as land registration, transportation, energy and telecommunications. In the economic development of low-income countries, including developing countries, the expansion of social overhead capital is a top priority, and this can not be an exception in the reconstruction of the North Korean economy. The purpose of this study is to identify the actual situation of short - term and long - term social infrastructure of North Korea and to propose financing methods for expanding SOC facilities. The expansion of SOC facilities in North Korea is likely to be pursued through the support of the South Korean government and the private or international community.
