국문 초록

소셜 네트워크 서비스(SNS)는 역사적으로 오래되진 않았지만 서비스의 유형, 형태 등이 다양하고, 동일한 서비스를 활용하더 라도 사용하는 사람들과 공유되는 정보에 따라 매우 각양각색의 모습을 띠고 있다. 특히, 재난과 관련된 정보 역시 많은 관련 기관과 지방자치단체에서 SNS를 적극적으로 활용하고 있다. 하지만, 노인, 어린이, 외국인 등 재난약자들은 재난 발생 시에 일반인과는 달리 신체적ㆍ언어적 어려움 등의 원인으로 재난정보 획득에 어려움을 겪고 있다. 특히, 200만이 넘는 국내 거주 외국인들은 재난정보 획득에 취약하고, 정보를 취득하더라도 완전히 이해하기 어려운 타 국가의 언어로 제공되는 정보이므로 신속한 대응을 함에 있어 어려움이 있다. 따라서 이 연구는 재난이 발생했을 때, 미디어(SNS)를 통해서도 국내 거주 외국인들이 간접적으로 재난 사건에 영향을 받아 심리적 충격을 경험하였는가에 대해서 알아보고자 한다. 그리고 이러한 분석결과를 바탕으로 정확한 실태를 파악하고, 적절한 정책적 제언을 하고자 하는 것이 이 연구의 주요 목적이다. 분석결과에 따른 논의점은 첫째, 재난관련 정보 이용 형태의 특성에 대한 이해의 선행 둘째, 재난정보 전달방식의 다양화 셋째, 재난 관련 기관에서 적극적인 SNS 활용방안의 모색 등이다.

영문 초록

Although social network services (SNS) have not been long in history, they have various types and forms of services, and they have various shapes depending on the information shared with people who use the same services. In particular, information related to disasters is actively utilizing SNS in many related organizations and local governments. However, the disadvantaged persons such as the elderly, children, and foreigners have difficulties in acquiring disaster information due to physical and linguistic difficulties in the event of a disaster unlike the general public. Especially, more than 2 million foreign residents in Korea are vulnerable to disaster information acquisition, and information is provided in other languages that are difficult to understand even if information is acquired. Therefore, this study aims to investigate whether the foreigners living in Korea experienced the psychological shock indirectly through the disaster when the disaster occurred and through media(SNS). The main purpose of this study is to grasp the actual situation based on the results of the analysis and to make appropriate policy suggestions. First, the understanding of the characteristics of the disaster - related information utilization type, the diversification of the disaster information transmission method, and the search for the utilization of the SNS in the disaster related organizations.
