국문 초록

최근 국제무역거래 환경의 급속한 변화와 이에 따른 금융시스템의 발전으로 무역거래에 수반된 대금결제의 효율성이 크게 진전되고 있다. 이러한 변화를 통하여 무역관련 당사자들의 다양한 수요를 충족하기 위하여 지난 2013년 8월 I.C.C와 SWIFT는 공동의 노력 끝에 TSU/BPO를 도입함으로써 UCP600에 근거한 대금결제 서류 전달 및 확인 과정을 전자화한 URBPO 서비스의 시행을 도출하였다. 이로 인해 신속한 사무 처리는 물론 결제에 따른 위험부담도 해소함으로써 기존의 무역거래 프로세서에 커다란 진전을 이룩하였다. 이는 기존의 서류중심의 무역대금 결제 관행에서 SWIFT가 채택한 국제표준전자문서(ISO20022TSM)에 의해 검증된 무역거래 정보의 상호 교환을 통한 서류의 확인과 심사가 이루어짐으로써 명실상부한 전자문서에 의한 무역 결제 관행으로의 전환을 의미하는 것이기도 하다. 본 연구에서는 이러한 BPO제도의 특성과 운용상의 유용성 및 문제점 등을 재조명하였다. 아울러 동 제도의 도입이 수년이 지난 현시점에서 그 운용상황을 점검해 보고 보다 적극적인 활성화에 필요한 요소가 무엇인지 고찰하였으며 향후 추진해야 할 과제도 제안하고자 한다.

영문 초록

Purpose : This study reexamines the characteristics of the BPO system and its usefulness and problems. In addition, the introduction of the system will review the operation status at the current point of view several years later, examine what factors are needed for more aggressive activation, and propose future tasks. Research design, data, methodology : This paper reviewed and analyzed domestic thesis regarding URBPO, SWIFTNet, and surveyed relating the foreign studies including URBPO750E and SWIFT brochure. Results : According to analysis, Although the efficiency and convenience of URBPO transactions are acknowledged, the utilization situation in Korea is insufficient because of various factors such as shortage of handling banks and import / export trading companies. Conclusions : At present, URBPO system utilization status of Korea is observed to be insufficient, but it is expected to be activated by the continuous support of government authorities and trade-related institutions and expansion of active SWIFT service of banks and increase of use of export and import trading companies.
