국문 초록

이 연구는 참여정부의 평화번영의 동북아시대 구상과 박근혜 정부의 동북아 평화 협력구상을 비교하여 평화·통일교육에 대한 함의를 도출하는 데 있다. 참여정부와 박근혜 정부는 정권의 성격이 다름에도 공히 동북아 평화체제에 대한 정책을 제시했다. 참여정부는 평화와 번영의 동북아시대 구상을 통해 한반도와 동북아의 공동체 형성을 지향했다. 박근혜 정부는 신뢰외교에 바탕으로 환경, 핵안보, 에너지 등 연성이슈를 강조하는 동북아 평화협력체제 구상을 제시하였다. 동북아 평화체제 구상이 평화· 통일교육에 대한 함의는 다음과 같다. 평화·통일교육의 관점은 ‘과정으로서의 평화·통일’을 강조해야 한다. 평화·통일교육의 주요전략은 한반도와 동북아 병행·연계 추진해야 한다. 평화·통일교육의 주요 이슈로는 평화이슈와 함께 번영이슈가 추진되어 야 한다. 평화·통일교육에서 한반도와 동북아의 우선순위는 동북아 평화·번영보다 한반도 평화·번영이 우선해야 한다.

영문 초록

This study is designed to deduce implications by comparing Northeast Asian Cooperation Initiative in Roh Moo-Hyun Administration and Northeast Asian peace regime in Park Geun-hye Administration. Roh Administration and Park administration both suggested policy about Northeast Asian Cooperation even their ideologies were fairly different. In the Northeast Asian Cooperation Initiative, Roh Administration was promoted formation of community among Northeast Asian countries. On the other hand, Park Administration aimed to give value on trustful diplomacy and softness issue-such as environment, nuclear security, energy and so on- in Northeast Asia Peace and Cooperation Initiative. The primary implication of the Northeast Asian Cooperation on Peace·Unification Education are as in the following. Perspective of Peace·Unification Education should emphasize ‘Peace·Unification as process.’ Major strategy of Peace·Unification Education should carry forward with connection among North-South Korea and Northeast Asia countries. Major issues of Peace·Unification Education should be propelled not only peace, but also prosperity issue. Priority of Peace·Unification Education should be on inter Korea’s peace·prosperity than Northeast Asian peace·prosperity.
