영문 초록

Currently 14 local governments in Korea operates and manages environmental conservation funds under such goals as improving regional environmental conditions and supporting environmental education activities. This paper examines which factor(s) affect the establishment of environmental conservation fund by local governments and comparatively analyzes the ordinances that were enacted for establishing and managing the 14 environmental conservation funds. For empirical estimation, the paper utilizes a probit regression model using 228 local governments in Korea. According to empirical results, the amounts of wastewater generated from manufacturing factories is the factor significantly affecting the establishment of environmental conservation fund. According to comparative research findings, environmental conservation funds are funded from various sources, including general funds. Thus, the composition of fund sources is quite diverse across the local governments. Environmental conservation funds are managed either independently or under the integration with other funds. Three local governments - that is, Bucheon, Ansan, and Siheung - provide private and non-governmental organizations with loans from their environmental conservation funds.
