국문 초록

공통필수 교육과정을 단일본 형태의 교과서 중심 수업으로 구현하는 초등학교에서 교육과정 자율화는 어느 정도 가능할까? 본 연구는 초등학교 학교교육과정 자율화 수준을 저해하는 요인을 분석하기 위해 국가­지역­학교로 이어지는 각 교육과정 결정 수준에 속하는 교원들을 대상으로 개별심층면담을 실시하였다. 자율화 수준은 제6차 교육과정을 계기로 2015 개정 교육과정에 이르기까지 자율화의 의미와 내용을 추구하던 시기에서 지침 준수를 중심으로 형식과 의무를 중요시하는 시기로 변해왔으며, 저해요인으로는 초등학교 특성을 고려하지 못한 자율화 방안, 교과서 중심 수업, 교사의 교육과정 전문성 부족, 관료적 교육행정 시스템 등이 제시되었다. 초등학교 교육과정 자율화 수준을 신장하기 위한 시사점은 다음과 같다. 첫째, 국가교육과정기준에서는 초등학교가 공통필수 교육과정이므로 고등학교의 선택 중심 교육과정과 구분되는 특성을 고려하여 자율화 지침이 제시되어야 한다. 둘째, 교육부­교육청­학교로 이어지는 관료적 행정라인, 경성 행정업무 중심에서 학교교육과정 중심의 연성 교육 시스템으로 전환되어야 한다. 셋째, 교사들이 교육과정을 적극적으로 해석할 수 있는 교육과정 전문성 신장과 함께 학생, 학부모, 교원의 합의로써 이루어지는 교육과정 중심 학교교육을 위한 인식 전환이 필요하다.

영문 초록

To what extent is the autonomous organisation and implementation of the curriculum possible in primary schools which share a compulsory curriculum and a common set of text books? This study explored the factors which inhibit such autonomous practices in primary schools based on in-depth individual interviews with educators from the national, municipal and school levels. Between the introduction of the 6th national curriculum in 1992 and the amended curriculum in 2015, the emphasis in the pursuit of the autonomous organisation and implementation of the curriculum shifted from what such practices mean and what they should involve to the formal obligations around compliance with the relevant guidelines. In this context, the factors inhibiting such autonomous practices include: guidance that does not consider the characteristics of primary level education; a textbook-focused teaching approach; teachers’ lack of expertise in curriculum design; and a bureaucratic education administrative system. The recommendations of the study for improving the relevant practices in primary schools include: national curriculum standards should provide suitable guidelines concerning how primary schools’ common and compulsory curriculum differs from the choice-based curriculum offered in high school; the bureaucratic, rigid and administration-focused education system comprising of the Ministry of Education, municipal education offices and schools should become a flexible system centred around the school curriculum; teachers’expertise in actively interpreting the curriculum needs to increase; and a change in wider attitudes is needed to enable the development of a school curriculum based on a consensus between children, parents and teachers.
