영문 초록

Through a case study of Suseong Medical Zone in the Daegu-Kyoungbuk Free Economic Zone, this research aims at analyzing changes in the development planning process to address problems of the zone and drawing some implications that can be applied to development strategies in other Free Economic District projects. At the beginning, feasibility of the project was weak due to high development costs, lack of investment, and locational limitations. To overcome these barriers, Daegu Urban Development Corporation (DUDC) – a project investigator (PI) of the project – conducted a potential demand analysis to establish reasonable development strategies and revised the existing development plan to make the plan more feasible and transparent. Furthermore, the DUDC set up implementation strategies so that the Suseong Medical Zone can attract large-scale anchor facilities. Finally, wide range of investment in infrastructure and strategies for collaboration with Daegu-Kyoungbuk Free Economic Zone authority were suggested in the project. All of these plans and strategies played a role in the project satisfying both existing and emerging demands as a medical zone.
