국문 초록

본 연구는 지방교육재정교부금법의 개정과정을 살펴보고, 교부금법 개정과정에서 나타나는 문제점을 분석한 뒤 교부금법의 개정 방향을 탐색하는데 목적이 있다. 이를 위해 교부금법의 개정 과정을 시기별로 구분하여 살펴보았으며, 개정과정을 통해 밝혀진 문제점은 지방교육재정교부금의 교부율이 적정하지 않은 점과 특별교부금이다. 지방교육재정교부금의 교부율이 지방교육을 원활하게 하는데 적절하지 않으며, 특별교부금은 지방교육의 자율성을 저해하는 요소로 작용하고 있다. 보통교부금도 교부 기준이 되는 항목과 배분방법이 합리적이지 못해 지역의 여건에 맞는 재정배분을 수행하지 못하고 있다는 점이 문제로 지적되었다. 이를 개선하기 위해서 지방교육재정교부금의 내국세 교부율을 인상해야 할 필요가 있으며, 특별교부금의 비율을 줄여 지역의 자율성을 확대하도록 교부금법이 개정될 필요가 있다.

영문 초록

This study was to investigate the new idea for revising the local educational fund. The local educational fund is distributed by the code which partially prohibited the local self management. The local educational fund was consisted of the general fund and the special fund. The general fund is distributed by number of students, schools, and teachers, while the special fund is allocated to the local office of education by the educational policy or the projects which are pursued by the central government. The problems which the local educational fund has were the amount of local educational fund and the distribution method. The amount of fund is not enough for the local education. To come up with this problem the central government has to try to gear up the level of the local educational fund. The second problem is the special grant which prohibits the local autonomy. To cope with this problem the central government should try to decrease the portion of the special grant.
