국문 초록

본 연구는 경기도 기초자치단체의 교육경비보조금 지원 현황을 비교 분석하여, 학생 중심적이고 미래 지향적인 교육 협력 지원 모델을 제시하고, 교육프로그램의 질적 강화와 지속적이고 안정적인 지원 체제 구축을 통해 교육적 효과를 증대할 수 있는 방안을 제안하였다. 본 연구의 주요 연구결과는 다음과 같다. 첫째, 경기도 31개 시?군 교육경비보조 금 지원 현황을 분석한 결과 지역별 차이는 크고 교육 지원 비율은 증가하고 있었 다. 둘째, 지원 영역(12개)과 지원 예산을 분석한 결과 학교급식비, 교육프로그램, 교 육시설 구축?개선 순으로 지원을 하고 있었으며 세부 영역에서는 학생의 교육에 직접적으로 영향을 주는 교육프로그램 운영비를 가장 많이 지원하고 있었다. 셋째, 혁신교육지구와 일반 기초자치단체의 지원 현황을 비교 분석한 결과 시설 구축· 운 영비, 학교 급식비, 교육프로그램 운영 인건비 등에 차이를 나타내고 있었으며 운영 면에서도 담당자의 전문성, 기획, 운영, 평가 및 질 관리 분야에서 두드러지게 차이 를 보이고 있었다. 본 연구를 바탕으로 학생을 위한 기초자치단체의 발전적인 교육 협력 모델 방향 과 지원 효과를 증대하기 위한 방안을 제시하였으며, 교육 협력에 대한 추후 연구를 제언하였다.

영문 초록

This study was to compare and analyze the current state of education expenses subsidized local governments, Gyeonggi-do, was to present a student-centered and future-oriented education cooperative support model. In addition, we would like to propose a plan to increase the educational effectiveness through enhanced quality and reliable support system construction of the educational program. The major findings of this study are as follows. First, the analysis of the educational status of Gyeonggi-cost subsidies of 31 local governments are that regional differences are wide and the ratio of education support was increased. Second, the analysis of the support area (12) and the funding is that school lunches and educational programs, educational facilities in order to support the implementation and improvement. In addition, the training program is that subdivision in operating expenses directly affecting the student s education, and most support. Third, Innovation education districts support facility building, operating expenses, school lunches, educational programs and represents the difference in labor costs compared to the general situation of local governments. In addition, the expertise of staff in the operating side, planning, operations, and showed the difference be noticeable in the evaluation and management. This study was based on the proposed measures to enhance the development of educational cooperation model based on the effect of government management and support for students, and suggestions for future research on educational partnership
