국문 초록

학교교육의 질을 확인하고 경영성과를 관리하기 위한 노력의 일환으로 학교평가가 시행되고 있지만, 아직 우리나라는 학교의 성과를 체계적으로 관리하고 이를 경영 활동에 활용하려는 노력은 부족하다. 본 연구는 새로운 학교 성과관리 방법이 필요하다는 인식 하에 최근 민간 및 공공 부분에 확산되고 있는 BSC의 학교적용 가능성을 탐색하고자 하였다. 이를 위해 첫째, BSC의 개념과 구성 원리와 특징을 살펴 보았다. 둘째, 해외사례를 살펴보기 위해 미국 학교의 BSC 적용 사례를 제시하였다. 끝으로 BSC가 학교조직에 적용될 때 얻을 수 있는 이점과 적용과정에서 유의할 점을 제시하였다. 이를 통해 BSC의 장점으로는 목표를 달성할 수 있는 구체적인 실행 지침을 제공해 준다는 점, 결과위주의 성과관리가 주는 한계를 보완할 수 있다는 점, 학교경영에 주는 피드백 기능이 강하다는 점을 제시하였으며, 유의해야할 점으로 학 교조직은 목표설정이 어렵다는 점, 지표간 인과관계 설정의 어려움, 교사가 수업 외적 활동에 집중하도록 한다는 점, 계량적 지표가 가진 한계를 제시하였다.

영문 초록

Although the school evaluation has been implemented to manage performance of each school, its limitation as a systematic and effective management tool for school performance is often indicated. Recognizing that a new method for school performance management is necessary, the purpose of this paper is to investigate the possibility of applying Balanced Scorecard(BSC) to the school organization. First, the school evaluation is critically review, and second, the concept and characteristics of BSC are studied. Third, an high school in the U.S. where BSC is already applied and utilized are suggested as an example. And last, major findings of this study, including limitations, are summarized. Major findings are as follows: BSC is able to give specific initiatives for performance improvement, to supplement limitation of result-oriented performance management, and to provide a feedback for school operation. At last, this study suggests that for applying BSC to the school organization one should consider the difficulty of setting up a goal for the school, lack of causal relationships among different indicators, teacher s dedication on administrative stuff, and the limitation of quantitative indicators.
