국문 초록

이 연구에서는 세계 주요 국가들의 교육개혁의 비교분석을 통해 우리의 교육현장에 접목가능한 현실적인 교육개혁 기조와 전략을 탐색하는데 목적을 두고 있다. 이 를 위해 이 연구에서는 핀란드, 미국, OECD 주요국들의 차별화된 교육개혁 성공요인과 추진전략에 대해 체계적인 문헌분석과 전문가자문의 연구 방법을 통해 비교·제시하고 있다. 그리고 이러한 성공요인과 추진전략이 우리 교육현장에 정착되기 위해 취해야할 시사점을 함께 도출하였다. 이런 관점에서, 핀란드의 교육개혁 성공요인을 1) 높은 수준의 교직인식과 교사양성 체제, 2) 교육에 대한 태도와 가치관: 학습자중 심 교육과 교사주도 교육, 3) 학교 단위별 자치를 통한 맞춤형 교육 등으로 대별하여 기술하고 있다. 또한 GERM으로 통칭되는 미국 및 OECD 주요국의 개혁 성공요인 을 1) 학교 간의 경쟁을 촉진하는 학교선택권 부여, 2) 교육의 표준화 등의 관점에서 그 성과의 명암과 병행하여 논하고 있다. 이와 더불어 교육개혁의 성공적인 실행을 위한 추진전략을, 미국 주요도시의 사례 비교와 병행하여 핀란드의 국가 차원에서 시행된 사례에 대한 비교분석을 제시하고 있다. 이러한 성공요인과 추진전략이 우리 교육개혁에 던져주는 시사점을 분석결과와 연계하여 체계적으로 서술하고 있다.

영문 초록

Based on global comparative analysis of the educational innovation in major countries, this study purports to explore actional foundations and strategies for the educational reform in Korea. In order to achieve the purpose, the research is to compare and indicate specifically the differentiated success factors in educational innovation and the implementation strategies of Finland, USA, and OECD. Moreover, the study discusses the implications about how these success factors and action plans could become established in our school systems. In this respect, the researcher categorizes and investigates major success factors in Finland as follows: 1) High standard of teacher recognition and pre-service teacher development system, 2) Attitudes and values about teaching: Learner-centered vs. Teacher-initiated education, and 3) Customized education suitable for school-based autonomy. Additionally, in the educational reform of USA and other OECD member countries which has been commonly mentioned as GERM, the success factors are suggested two folds and the pros and cons of their effectiveness are concurrently debated: 1) School choice granted for encouraging competition among schools, 2) Standardization of education. Furthermore, along with comparison among the cases of major cities in USA and national dimension of the Finnish action plan, the differentiated implementation strategies and their implications for acting on the educational innovation are concomitantly and comparatively explicated.
