영문 초록

In this paper, the key issues associated with post-earthquake emergency assessment of facilities are presented and recommendations are made based on extensive Japan experience from past earthquake. Safety and usability criteria are established and correlations of such criteria with various damage states are given, along with detailed rules of damaged inspection for steel structure and reinforced concrete facilities The facility states of structural elements are quantified and their descriptions are supplemented with appropriate photographs of intense facility inspection. Kartes are provided for assessing the overall safety of facility based on the severity and extent of damage of its elements. Commonly, post-earthquake context, safety assessment involves not only damage assessment, but also inspection of short-term countermeasures.
