국문 초록

전 세계적 무역환경과 금융환경 변화는 무역대금 결제방식의 리스크를 항상 증가시키고 있다. 이러한 환경변화는 수출중소기업이 대금회수의 리스크를 최소화하고 신속한 대금결제를 위한 새로운 대금결제방법으로 전자적 수단을 요구하고 있다. 최근 다양한 전자적 수단이 개발되는 가운데 은행지급보증에 관한 통일규칙(URBPO)은 일회성 거래보다는 지속적으로 거래관계를 유지하는 기업에게 효과적이라고 국제상업회의소에서 권고하고 있다. 또한 안전 성을 확보와 매도인의 상품발주지시 지체 없는 상품선적을 가능하게 함으로써 매수인 역시 거래은행의 지급확약으로 빠른 대금결제를 하는 것을 전제로 하고 있기 때문에 지속적인 거래처와 안정적인 거래를 희망하는 기업에게 효과적이다. 이러한 결제방식은 아직 법적 논점과 실무상 사용의 문제점을 내포하고 있으나 수출중소기업의 무역대금결제 리스크를 줄일 수있는 효과적 수단으로 대두되고 있다. 본 연구는 BPO를 적용하는 수출중소기업에게 URBPO를 효율적으로 운용하여 무역결제대금 제고방안을 도출하기 위하여 무역결제방식의 변화를 살펴보고 선행연구의 고찰을 통해 수출중 소기업이 결제리스크를 줄이고, 효율적으로 BPO방식을 활용할 수 있는 방안을 제시하였다.

영문 초록

Purpose : This study is to suggest the plan which can prepare continuously increasing risk of payment, and the change of export and import environment for small businesses. It is thought that the trade payment can be enhanced by suggest the effective operation of URBPO system for this. Research design, data, methodology : This study used the existing statistic data for the change of trade payment method of small business, the conclusion was derived through theoretical consideration of export payment method. Results : The effective operation of URBPO system can be expected according to the consideration of trade payment system, we reached the conclusion that the change of existing payment method can minimize the risk of payment in the importer oriented trade environment. In addition, ICC is recommending URBPO system is more effective to these export small business, and suitable to continuous trades. Conclusions : Export small businesses have faced the risks related to payment by various reasons. In order to minimize these risks, all the entities that are involved in the trade course such as export small business, bank,government and public support organization, should derive the plan together.
