국문 초록

본 연구에서는 비세그라드 그룹(이하 V4) 국가의 경제 및 산업 현황을 살펴보고, 한국과 V4 간 무역･투자 관계, 비교우위 구조 및 주요 품목의 교역 추이를 분석한 이후, 한국의 대V4에 대한 통상협력 및 시장진출 전략을 분석하고자 한다. 참고로 비세그라드 그룹은 1991년 체코, 슬로바키아, 헝가리, 폴란드가 상호 우호 증진을 목표로 만든 지역 협의체이다. V4 시장의 SWOT 분석에 따르면, V4의 지정학적 위치와 우수한 기술을 바탕으로 한 제조업 기반, 양질의 저렴한 이공계 인력, 정부의 적극적인 외국인투자 유치 정책 등 기회 요인들을 이용하여 중장 기적으로는 V4를 서유럽, 중동부 유럽 및 CIS 지역을 연결하는 생산/판매/생산자서비스업 허브로 구축하고, 단기적으로는 V4 기업과 파트너십을 통한 V4 내 신규 원전 수주, EU 구조기금을 이용한 V4 지역의 인프라 건설 및 보건의료/에너지 프로젝트 등 성장 분야에 적극적인 참여를 지속하여야 한다. 한국의 대V4 통상정책 전략과제로는, 첫째, 체코, 슬로바키아, 폴란드 등 중동부 유럽에 진출한 완성차 및 자동차 부품 업체를 종합적으로 지원하는 체제 구축; 둘째, 기계, 화학, 에너지등 제조업 및 건설업 전반에 걸친 대V4 산업협력 다각화 지원; 셋째, EU 기금을 활용한 공공 조달, 인프라 건설 및 지역개발 프로젝트, 그리고 전자정부 및 정보화 시스템 사업 수주 지원; 넷째, 대V4 원자력발전 산업협력 확대 및 신규 원전 수주 지원, 다섯째, 대V4 시장에 대한 수출 유망품목 및 거래선 다변화, 그리고 수출 확대방안 지원 등을 고려해 볼 수 있을 것이다.

영문 초록

Purpose : This study examines the economic trend and major industries in the Visegrád Group(hereinafter V4) and analyzes trade-investment relations between Korea and V4. Given that the Visegrád Group is a regional cooperation established in promoting mutual association among Czech, Slovakia, Hungary and Poland, this study intends to derive Korea’s trade and investment strategy toward V4. Research design, data, methodology : Based on the trade-investment relations between Korea and V4 as well as the SWOT analysis on the V4 market, this paper aims to derive Korea’s trade and investment strategy toward V4. Results : Korea’s trade and investment strategy toward V4 can be summarized as follows: 1) comprehensive support for automobile and auto parts makers in the Central and Eastern Europe; 2) diversification of industry/ technology cooperation in the manufacturing and construction industries; 3) comprehensive support to secure government procurement, infrastructure construction and regional development projects, and e-government and IT system projects sponsored by EU Funds; 4) expand cooperation with V4 in the field of nuclear power industry and support to obtain the contract of new nuclear power plants; 5) aggressive export promotion strategy to discover promising export items and business partners in the V4 countries.
