몽골 정부의 최근 교육개혁 정책에 대한 교사의 인식과 개선 방안

국문 초록

이 연구는 몽골 정부가 2014년부터 전국적으로 시행하고 있는 「수업혁신 핵심프로그램」을 중심으로 교육개혁정책에 대한 교사의 인식을 조사하고 향후 개선 방안을 찾는 데 목적이 있다. 이를 위하여 울란바토르 소재 6개 학교의 교사(최종 분석 291명)를 대상으로 설문조사 연구를 실시하였다. 조사 결과, 첫째, 교사들은 ‘핵심프로그램’에 대한 이해도 및 만족도, 자신감은 높았으나, 프로그램의 운영 과정 및 평가 부분은 제대로 진행되지 못하고 있다고 인식하였다. 둘째, 교사들은 ‘핵심프로그램’의 성공적 시행을 위해서 가장 중요한 요소로 교육재정과 좋은 환경 및 시설을 선택하였다. 셋째, 교사의 개인배경이나 학교 특성에 따라서 ‘핵심프로그램’에 대한 동의 정도와 운영에 대한 평가에서 차이를 보였다. 연구 결과를 토대로 향후 정책적 개선점으로 학교 환경 및 시설에 대한 우선적 개선, 저경력교사에 대한 교사 연수와 집중훈련의 강화, 학생평가에 대한 이차평가시 교사의 자율성과 전문성 보장 노력 등을 제시하였다.

영문 초록

The purpose of this study is to examine the teachers’ perception and to suggest improvement plan of ‘Mongolian Core Education Programs(Core Program)’ to be operated by the Ministry of Education. In order to attain the purpose, we surveyed 291 teachers from 6 schools. The results of the analysis are as follows. First, teachers recognized fully to develop each child as goal of ‘Core Program’ and agreed to proceed continuously with improvement. Especially, it is necessary to improve operational processes and evaluation system of ‘Core Program’. Second, teachers chose educational finance, good environment and facilities as the most important elements for the successful implementation of the ‘Core Program.’ Third, depending on the teacher’s personal background or school characteristics, they recognized differently in the degree of consent and operation of ‘Core Program’. Based on the research results, first of all we suggest to improve the school environment and facilities, to enhance teachers’ in-service training focusing on the low-term teachers, and to enlarge the autonomy and expertise of teachers in secondary assessment system.
