국문 초록

본 연구는 우리나라 기초학력 교육의 현황과 특징을 분석하여, 기초학력 교육의 문제점을 파악하고 개선안을 탐색하는 데 목적이 있다. 이를 위해 A교육청의 초등학교 및 중학교 교사, 기초학력 컨설턴트, 학생, 학습종합클리닉센터 근무자, 대학생 보조강사 등의 관계자들을 대상으로 2015년 9월부터 11월까지 약 4개월 동안 심층면담 중심의 질적 연구를 수행하였다. 연구결과, 교육과정 및 교육방법 영역에서는 ‘문제 풀이 반복식의 보충수업’, ‘학생의 개별특성과 부진요인이 반영되지 않는 교육’, ‘성장 없이 형식적 통과만 강조하기’ 현상이 나타났으며, 지원체제 및 학교문화 영역에서는 ‘비교과적인 학습종합클리닉센터’, ‘교사의 전문성 이상을 요하는 업무’, ‘떠밀려 업무를 맡게 되는 저경력 교사들’, ‘학점을 받기 위해 형식적으로 활동하는 대학생보 조강사’의 현상이 나타났다. 학생 및 학부모 영역에서는 ‘의지와 의욕이 부족한 학생 들’, ‘이루어지기 어려운 가정 연계 교육’, ‘낙인효과를 우려하는 학부모들’의 현상이, 행정 구조 영역에서는 ‘늦어버린 학생선별 시기’, ‘형식적인 기초학력 컨설팅’, ‘항상 부족한 기초학력 예산’, ‘부담스러운 행정 업무’ 현상이 나타났다. 연구결과를 통해 기초학력 교육에 있어서 학생들의 특성을 고려한 교육과정 운영, 학생 참여 및 활동 중심 수업의 운영, 기초학력 관련 교원들의 업무 경감, 학교와 외부 지원 기관 간의 연계성 강화, 학생의 점수가 아닌 성장 중심의 중장기 교육 운영 등을 제언하였다.

영문 초록

This research aims to figure out the problems on education for basic academic skills in elementary school and middle school and explore the way to improvement. To this end, we conducted in-depth interview with teachers in elementary and middle school, basic academic skill consultants, general education clinic staff, teacher assistant(college students) using qualitative research methods. The results shows that problems of ‘supplementary lesson of problem solving repetition’, ‘education lack of reflecting individual characteristic and poor factors’, and ‘emphasis on passing the exam without growth’ exist in the field of education process and methods. There are also problems of ‘non-curricular general education clinic’, ‘work load beyond teachers’ profession’, ‘unskilled teachers forced to undertake duty’, and ‘teacher assistants fastening on credits’ in support system and school culture. Drawing on the research result, the operation of curriculum reflecting individual characteristics, participation and activity-oriented class, reduction of teachers burden on basic academic skills, enhancement of ties between schools and support institutions, and emphasis on students’ growth in the long-term not the score in short-term are significant in management of basic academic skills
