국문 초록

제조물책임법 및 실화 책임에 관한 법률 개정, 화재감식평가기사 자격제도의 시행 등 화재분야의 변화는 현재 화재감식체계의 개선을 필요로 한다. 따라서 본 연구에서는 국내외 화재조사체계를 비교·분석하여 문제점 및 개선방안을 제시하려고 한다. 화재조사교육훈련의 실무교육 확대와, 전담인력의 보강, 전문인력 확충하여 화재조사 전문인력을 보강한다. 전문보직관리제시행과 화재조사 자격증소지자에 대한 인사상 우대 및 인센티브를 부여하여 자격증제도와 업무와의 연계를 도모하고, 화재감식 평가기사 상위 등급 자격제 도입으로 자격별 역할을 분할한다. 화재조사에 관한 법률을 개정하여 소방의 화재조사 권한 강화 및 소방·경찰간 협조체계를 구축한다.

영문 초록

Improvement of fire identification system is necessary due to the Product Liability Law and Accidental Fire Liability Act. Therefore, the present study scrutinizes South Korean fire identification system, compares with foreign fire identification system to find out problems and present ways to improve the domestic fire identification system. expand practical training in the fire investigation education and training programs. reinforce staff dedicated to fire identification in the dimension of labor division in the firefighting sector. Expand the pool of experts. Implement special position management system and grant advantage in personal management. Introduce a higher level certification scheme of fire identification and estimation engineer and allocate work. amend laws to strengthen the fire investigation authority of the firefighting unit and manage specific matters in the cooperative structure between firefighting and police.
