제주도 부동산 하위시장 세분화에 관한 연구

국문 초록

최근 부동산정책의 지방분권화가 활발하게 논의되고 있으나, 지방정부가 부동산정책 수립시 참고할만한 자료들은 매우 부족한 실정이다. 제주도와 같이 지역 내 불균등 발전경향이 커서 읍면동간 지역격차가 극심한 비수도권지역은 보다 세분화된 지표들이 필요하다. 본 연구는 이러한 필요성에 대해 주장의 근거가 될 수 있는 기초연구로서 제주도 하위시장 권역구분을 위한 군집분석을 실시하였다. 분석자료로는 43개 읍면동별 지역특성변수들을 작성하여 사용하였다. 변수로는 인구밀도, 도시지역비중, 중심지까지의 거리, 서울대 진학자 수, 생산가능인구의 비중, 주택 중 아파트의 비중 등을 사용하였다. 분석결과 제주도의 43개 읍면동을 6개 권역으로 구분할 경우 6개 권역별로도 지역격차가 뚜렷이 드러나는 것을 알 수 있었다. 그리고 간단한 예시로서 각 하위시장별로 주택보급률을 작성한 결과, 각 권역들 중 하나의 권역 즉 제주시 동지역의 주택보급률이 제주도 전체 평균이하인 것으로 나타났다. 이는 제주도가 주택공급정책을 수립할 때 정책의 우선순위를 결정할 때 도움이 될 수 있을 것이다.

영문 초록

Although the local government is faced with significantly increased demand for policies for local real estate markets, only a few resources and materials are available for them. Especially, in Jeju province, which experienced discriminatory developments within the region, more information or indicators with more detail for the segmented markets are required to implement appropriate policies. In this study, we employ the cluster analysis for the Jeju real estate submarkets and show the effectiveness of market segmentation. The regional characteristic variables consist of 43 towns, townships, and neighborhoods. Other variables include population density, proportion of urban areas, distance to the center of a city, quality of high school, proportion of working age population, and percentage of apartments in total housing units. We find that the regional disparity is clear when 43 towns, townships, and neighborhoods are categorized in six regions. Furthermore, the results show that the eastern part of Jeju has lower rate of housing supply than the overall rate in Jeju. This result would be helpful for Jeju government to set priorities in establishing housing supply policy.
