국문 초록

본 논문의 목적은 정치경제학적 분석에 기초하여 사회복지 관련 용어들에 대해 새롭게 정의를 내리고, 21세기 현재 한국 시민들이 지닌 복지욕구에 기초하여 사회복지가 포괄하는 영역을 재정립해보는 것이다. 이러한 작업을 위해 먼저 사회복지 관련 용어들, 예를 들어 사회사업, 사회서비스, 사회정책 등의 용어들이 미국, 일본, 영국, 독일, 스웨덴, 한국 등 총 6개국에서 역사 적으로 어떤 용법으로 쓰였는지에 대해 분석해 보았다. 이 과정 이후 철저히 정치경제학에 기초하여 복지, 사회복지, 복지국가, 사회복지정책, 사회복지제도, 사회복지법 등 사회복지 관련 용어들에 대해 새롭게 정의를 내려 보았다. 그리고 이러한 재정의 작업 이후 오늘날 한국 시민이 직면한 복지문제에 기반하여 사회복지의 영역을 5가지로 새롭게 구성해 보고자 하였다. 그리고 끝으로 사회복지학의 출발점이 인본주의였음을 밝히면서, 이러한 전통을 정치경제학에 기초한 사회복지에 대한 정의와 결합시키는 작업을 통해 21세기 한국사회에 적합한 사회복지학의 정체성을 찾고자 하였다.

영문 초록

This study aims to redefine the terms related to social welfare on the basis of political economy and to reconstitute the areas to be included in social welfare based on the welfare needs of Korean citizens in the 21th century. First, the existing usages of the words related to social welfare were analyzed focusing on the histories of the USA, Japan, the UK, Germany, Sweden and Korea. Then, this study tried to redefine the terms related to social welfare, ex) welfare, social welfare, welfare state, social welfare policy etc., on the basis of political economy. It attempted also to reconstitute the areas to be included in social welfare based on the current welfare needs of the Korean citizens. Finally, through distinguishing social welfare studies from the welfare studies of other academic fields, this study tried to insert humanism into the understanding of social welfare in the view of functionalism.
