국문 초록

복합재난은 하나의 재난으로 인해 다양한 유형의 재난들이 동시 또는 순차적으로 발생하는 새로운 형태의 재난으로 기존 단일 재난과 비교할 수 없는 피해를 유발하고 있어 이에 대한 관리 방안 및 위험을 감소시킬 수 있는 연구가 필요한 상황이다. 복합재난의 대표적인 사례인 토호쿠 지진(2011)은 규모 9.0의 지진이 발생해 쓰나미, 화재 및 폭발, 원자력 발전소 폭발 및 방사능 유출 사고가 발생했으며 이로 인해 국가적 마비사태를 초래했다. 더욱이 사회기반시설이 파괴되면서 2차 재난을 유발하는 원인이 되었고 대응 및 복구가 원활히 이루어지지 않으면서 피해의 크기를 가중시켰다. 국내의 경우 아직 복합재난에 대한 재난관리체계가 갖추어져 있지 않은 것은 물론 기존의 단일재난관리체계 조차 많은 문제점을 가지고 있어 복합재난발생시 국가적 대형 피해를 발생시킬 수 있는 가능성이 매우 높은 실정이다. 이에 본 연구에서는 복합재난에 대한 이론적 고찰 및 사례를 분석하였다. 이를 통해 복합재난의 위험을 감소시키고 효율적인 국내 복합재난관리체계 구축에 필요한 정책 방향을 제시하였다.

영문 초록

In order to contribute to the development of disaster risk management, compound disasters which could be devastating and ruin civilization were studied. Compound disasters pertain to events that occur together, influencing or exacerbating the overall severity or the intensity of another hazard taking place. The impacts are more dynamic and complex than they would be if they occurred separately. An example of this are the Great East Japan Earthquake which caused several types of disaster such as a massive tsunami, fires, and nuclear power plant explosions and radiation leaks. Despite this, Korean government don’t have compound disaster management systems as well as don’t even conduct basic researches on compound disasters. To make matters worse, the nation cannot but be more vulnerable to those disasters because of geographical and social features. This study aims at suggesting directions of disaster risk management policies to reduce compound disaster risk and impact through employing a review of the literature and compound disaster cases. It is recommended that the results can reduce the risk of great compound disaster and improve response abilities.
