국문 초록

본 연구에서는 지속가능한 농촌마을 환경개선을 위해 환경개선정책과 사회경제기반 구축 정책을 고찰하고 네 개사례지역의 계획내용(계획목표 및 전략, 계획내용, 추진전략 등)의 특징을 비교분석하여 계획적 함의를 제시하였 다. 분석결과, 첫째, 계획목표의 특징은 각 마을의 지역성과 환경자원 특성을 반영하여 설정되었다는 것이다. 둘째， 계획내용은 ロ!을가로경관 개선, 보행환경 개선, 마을 공공공간 및 공공시설물 정비 또는 조성, 마을별 테마가로 조성, 공공디자인(마을 안내판 설치 등) 등 다양한 항목들로 구성된 것으로 분석되었다. 셋째, 실행전략의 특징은 각사례별로 기초.광역지자체, 마을주민, 지역전문가！•로 구성된 추진협의기구를 형성한 것으로 나타났다. 따라서, 농촌마을 환경개선계획은 마을의 고유한 정체성을 강화하는 비견과 목표가 설정되어야하고 농촌마을의 입지적, 공간적 특징, 마을 거주민의 사회경제적 특성과 마을주민의 의견이 반영된 계획수립이 필요하다. 또한, 지속;7!능한 환경개선 추진체계를 갖추기 위해서는 계획수립시 마을기업, 농어촌공동체회사와 같이 경제적 자립기반 구축계획과 연계 또는 통합하여 계획을 수립할 필요가 있다고 판단된다.

영문 초록

The purpose of this study is to analyze the planning features ^vision & goal, planning methodology, im plem entation strategy) on the rural village through the community business participation. As a result, first, the planning goals show tha t all of the visions are reflecting on each rural village’s locality and environmental resources. Second, landscape improvement plan of m ain street of each village, upgrading plan of public place or public facilities, theme street plan, street furnitures (sign board etc) plan, Third, the im plem entation agents are composed of residents, local government and expert. Therefore, the rural village planning should be consistently set up the goal fitting for village’s placeness, considering resident’s social, economic characteristics and organized by rural village residents supporting by public sector. Moreover, the rural village planning needs to be linked w ith a community business participation plan in a planning process.
