국문 초록

이 연구는 지난 2010년 이래 지속가능발전을 추진해 온 인천광역시 부평구 지속가능발전위원회의 운영 실태를 분석함으로써 지속가능발전위원회 운영의 개선방 안을 제시하는 데 목적이 있다. 이를 위해 부평구 지속가능발전위원회 위원들과 관련 공무원을 대상으로 설문조사를 수행하였고, 지속가능발전위원회 회의에 참여함 으로써 참여관찰을 수행하였다. 설문조사와 참여관찰에 의한 진단을 통해 지속가능 발전위원회의 역할과 목적을 공유하기 위한 사전 지원 방안과, 심의 방식의 개선 및심의 여건의 개선 방안 등을 제시하였다. 또한 주민들의 정책 지지 기반을 확대하고 광범위한 참여를 보장하는 것도 부평구의 지속가능발전 추진을 활성화하는 데 필요한 방안으로 제안하였다.

영문 초록

The purpose of this Study is to suggest some implications to improve operation of Committee for Sustainable Development of Bupyeong-gu in Incheon by analyzing current operation of the organization for sustainable development since 2010. Bupyeong-gu has initiated local strategy and implementation framework for sustainable development. For this, we surveyed committee’s civic members and related civil servants, and conducted participant observation to analyze mechanism of the Committee. As a result, in the aspect of anticipation of the roles of the Committee, there were some gaps between civil society members and related civil servants. To fill the gap, we suggested it require to share the purposes and roles of the Committee, to upgrade method of the meetings, and to improve condition for meetings. Finally, we advised that Bupyeong-gu has to the Committee has to expand the basement for policy support of residents and guarantee broad civil participation for implementation framework of sustainable development.
