영문 초록

Korea prepared a strategy of linking opening of its agricultural market liberalization with the progress of the negotiation of the WTO Doha Development Agenda (DDA) in coping with Chilean request of wide agricultural market liberalization in the negotiation of its first free trade agreement (FTA) with Chile. By delaying agricultural liberalization with the category of the DDA agricultural items which are supposed to talk about the liberalization of these items after the conclusion of the DDA, the country could persuade its agricultural sector regarding the conclusion of Chile-Korea FTA negotiation. It was scheduled that the WTO DDA negotiation would be concluded by the end of 2005. However, as the deadline of the DDA negotiation passed the target date, Chile has persistently requested the liberalization of the DDA agricultural items. Finally, Chile and Korea agreed with the upgrade negotiation of the DDA agricultural items November 2016, but agricultural sector expressed its position against the negotiation. This paper analyzes the main issues of the negotiation and possible impacts, and tries to draw strategic implications for Korea’s FTA policy
