SWOT 분석을 통한 장애학생지원센터의 현황과 발전전략 모색(P 대학을 중심으로)

국문 초록

장애인에 대한 고등교육 지원의 필요성은 증가하고 있으나, 이를 실제적으로 지원할 사회적, 교육적 환경은 여전히 부족한 실정이다. 장애대학생을 위한 대표적인 지원 체계인 장애학생지원센터는 내·외적인 환경 요인들로 인해 장애학생들의 필요를 충분히 만족시키는데 어려움을 가지고 있다. 이에 본 연구는 SWOT 분석을 활용하여 장애학생지원센터의 강점, 약점, 기회, 위협 요인을 분석하고, 이를 바탕으로 발전 전략을 제시하는 것을 목적으로 한다. 본 연구는 장애학생지원센터의 설립 근거가 되는 법령, 정부 정책 및 선행연구 자료들에 대한 문헌고찰과 P 대학의 장애학생지 원센터를 중심으로 SWOT 분석틀을 활용하여 내·외적 환경요인들을 분석하였다. 분석결과로 교육복지 지원 관련 법령 및 정책의 증가, 도우미제도 등 지원의 강화와 같은 기회 요인들과 지원 정보 및 전문성의 부족, 접근성의 제한 등의 위협 요인들이 나타났다. 전담 독립 기관으로 설치된 점과 전문 인력 및 지원체계 등은 P 대학 지원 센터가 가진 강점이었고, 시설 및 설비의 부족과 같은 약점이 존재했다. 이를 바탕으로 SO전략, WO전략, ST전략, WT전략을 제시하였다. 제시된 전략들은 전담 독립기 관으로서의 역할과 전문성 확대, 협력적 체제 구축, 다양한 정보 생산 및 접근성 강화, 지원 영역의 확장, 센터 미션 및 정체성 확립 등이 도출되었다.

영문 초록

Although the needs to support post-secondary education for students with disabilities are increased, the educational environment is still not enough. The purpose of this study is to analyze the internal environment and external environment of a support center for students with disabilities using SWOT analysis and present the developmental strategies. The SWOT analysis was used to determine the factors such as strengths, weaknesses, opportunities, and threats of the Support Center for Students with Disabilities at the P university. Various materials were collected for the analysis such as laws, government policies for special education, survey reports, self-evaluation of the P university on the support for students with disabilities, and previous research etc. We developed our future directions for the center on the basis of the SO strategy, the WO strategy, the ST strategy, and the WT strategy, which are obtained from the SWOT analysis. The development strategies from SWOT analysis are to expand center’s expertise, increase cooperation between the authorities, strengthen the notification and publicity campaign, expand production of useful information and accessibility, and establish the identity and mission of the center.
