델파이 조사를 통한 전문교과 교과서 인정제도의 개선 연구

국문 초록

이 연구의 목적은 효율적인 전문교과 교과서 인정도서의 심사 방법 및 질 관리 방법에 개선 방안을 제시하는 데 있다. 이 연구를 수행하기 위하여 문헌연구와 델파이 조사연구 방법을 사용하였다. 문헌고찰은 주로 전문교과와 관련된 인정도서의 인정 심사에서의 문제점을 중심으로 이루어졌다. 이 연구에 사용된 델파이 형태는 표준 델파이라고 할 수 있는 지필형을 선택하였다. 델파이 조사를 2013년 12월부터 2014년 2월까지 수행하였으며, 3회에 걸쳐서 조사를 하였다. 델파이 조사 참여자는 인정심사와 관련된 시․도 교육청 장학사, 집필자, 심의자, 출판사 관계자, 현장 교사를 중심으로 28명에게 발송하 였고, 22명이 응답하였다. 2차와 3차에도 같은 대상으로 델파이 조사를 하였다. 1차 조사에서는 개방형 설문지 형태로 전문교과 인정심사와 관련된 문제점에 대하여 조사하여 분석하였다. 2차와 3차 조사에서는 각 각의 문제점에 대한 잠정적인 안을 구안하여 5점 리커트 척도에 응답하도록 하여 의견을 합의 하는 과정을 분석하였다. 최종 인정 도서에 대한 개선안을 얻기 위하여 2차와 3차의 조사한 자료를 평균과 표준편차를 이용하여 의견 수렴 과정에 대해 통계방법을 사용해서 처리하였는 데, 모든 통계처리는 IBM SPSS 21 for windows 통계 프로그램을 이용하였다. 이 연구의 결론에 해당하는 개선안은 다음과 같다. 첫째, 전문교과 인정도서의 심사 방법은 교과목의 특성과 심사기관의 인적 상황 등을 고려하여 재택심사와 합숙심사를 병행하되, 합숙심사를 최소화 한다. 둘째, 전문교과 인정도서의 질 관리 방법으로, 시‧도 교육청의 인력풀의 한계를 극복하기 위하여 교과서 전문가 양성 프로그램의 연수과정 이수 후 교과서 개발 및 심사에 참여할 수 있도록 자격 요건을 강화하고, 전담팀을 운영한다. 시‧도 교육청이 전문교과를 자체 개발하는 데에는 많은 전문 인력이 필요한데, 매우 다양한 교과에 맞는 집필자나 심사자를 찾는 것 자체가 어려운 경우가 많기 때문이다.

영문 초록

The purpose of this study was to survey improvement idea of professional approved textbook at special high school in the textbook development and screening. The detail contents of the study were to suggest development method, effective screening method, and quality control method of special approved textbook. To achieve this goal, literature review and Delphi survey was conducted. The review of literature was carried to complete the questionnaire of approved textbook screening. The type of Delphi is a standard Delphi paper-pencil survey that was conducted December 1st 2013 through February 10th 2014 by three times. The panel of Delphi survey was composed of provincial school district superintendents, textbook writers, textbook evaluators, textbook company editors, and teachers. In the first round survey, questionnaire was sent to the first 28 people, but 22 people answered response to the recovery of 79%. The first survey has been conducted in the form of an open questionnaire, the main contents of the assessment and professional issues related to approved of the textbook. The second and third Delphi survey questionnaire was composed 5-point Likert scale on the issue of the potential and alternatives approved textbook system. In order to achieve improvements idea of special textbook, survey data of secondary and tertiary questionnaire were analyzed the statistical average and the standard deviations. All statistical analysis was used IBM SPSS 21 for windows statistical program. As a result, the conclusions of this study were as follows; First, special approved textbooks screening method alternatively take advantage of combined screening between at home assessment and screening camp depend on textbook characteristics and examining authority situation, but screening camp should be minimize. Second, in order to quality control of special approved textbook, professional self-development textbooks of provincial education district should be enhanced the qualification criteria to attend textbook development and evaluation after completion of training textbook courses.
