민간공원제도의 활성화방안에 관한 연구

국문 초록

장기미집행 도시공원을 해결하기 위한 민간공원제도가 도입되었으나, 이를 통한 공원조성은 잘 이루어지지 못하고 있다. 이에 본 연구는 현재 민간공원제도의 두 주체인 사업자 측면과 지자체 측면에서 문제점을 분석하고 시사점을 도출하는 것을 목적으로 한다. 사업자 측면에서 타당성분석과 제도에 대한 서술적 분석을 실시하고, 지자체 측면에서 제도에 대한 서술적 분석을 실시하였다. 분석결과, 최근의 제도개선을 통하여 민간의 참여를 유도할 수 있는 기본적 사업성을 확보하였으며, 제도적 문제점 또한 상당부분 해결된 것으로 분석되었다. 그러나 과도한 총사업비용과 성공적인 사례의 부족이 사업자 측면에서 제약요인으로 작용하고 있다. 또한 집단민원, 토지소유자의 반발, 특혜시비에 대한 두려움과 수익에만 치중한 도시공원의 조성에 대한 우려가 지자체의 사업참여에 제약요인으로 작용하고 있다. 이를 해결하기 위해서는 공모제도의 활성화, 사전계획의 도입, 주민참여 활성화, 단계별 사업방식의 도입이 필요할 것으로 판단된다.

영문 초록

1. CONTENTS (1) RESEARCH OBJECTIVES Private sector participatory development system for long delayed urban park was introduced in 2009. However, it is hard to find urban park which is completed by this system. Therefore, this study aims to analyze problem of this system and to draw policy implications. (2) RESEARCH METHOD We conducted feasibility studies to figure possibility of private sector participation. And we conducted literature review and interview to find problem of private sector participatory development system for long delayed urban park (3) RESEARCH FINDING Private sector participatory urban park development is feasible. However, this system has several problems from private sector perspective, such as excessive expenses and absence of successful case. And there are also several problems from local government perspective as follows; possibility of collective civil petition, suspicion to preferential, land owners’ resistance and possibility of wrong plan for urban parks. 2. RESULTS To activate this system, government supposed to introduce public competition, prearranged plan, community participation and phased project.
