영문 초록

Recently for four years, average annual 18,703 people have become farmers. The government has carried out housing policy for them, but it may be asked if the policies are effective because of the low benefit. Awareness of this problem, our study tries to investigate whether the supporting policies of the central government and those of the local government really affect to urban to rural returners. As the result of the analysis, of the central government s policies, new construction and purchasing funds support, housing improvement and repair cost support, and house information providing , etc. showed effective policies. On the other hand, of the local government s policies , new construction, purchasing funds support, improvement and repair cost support, facilities subsidy, and exemption of acquisition and registration tax, etc. appeared to be effective. The effectiveness was higher in having their own house _ new construction house or repaired empty house than in renting the house. The housing support policy had a better result than any other case, when the farmers have their own house, more than 3 rooms, 2~3family members, or more than 3~4 years length of residence. It s because they had a high will of settlement when they had their own house. Also it s because they settled down stably that more than 3~4 years residence was evaluated high. If they have 2~3 family members, there are conditions to coincide with a qualification to apply subsidy from the local government when the family become farmers. Corncerned that their spouse or children all have become farmers, this makes a decision that they evaluated the effectiveness of the supporting policy positively and high.
