Participation is the concept which has long been discussed in international development. This is also a matter of equipping people with democratization in a sense that the participation process involves chances for people to make their voices heard.
However, controversy over participation in practice is whether it could end up as project management skills (participation as a means) or could be further developed to people’s empowerment (participation as an end) in development practice. In order to answer the question, the author explored what kind of participation by which actors is currently practiced and could be further developed by analyzing one of the government bilateral aid agencies, Korea International Cooperation Agency, KOICA 1) , with a participation-unpacking frameworks. This research concludes that in KOICA s development projects, local people are rarely recognized as participant while government officials are perceived as partner in the staffs’ work process and their perceptions.
