국문 초록

본 연구의 목적은 서비스원가주의에 입각한 가격설정시 고정공통원가 및 미사용자산의 인식방 법이 규제가격에 미치는 영향을 탐색적으로 규명하는 것이다. 이를 위해 본 연구는 통신산업의 설비제공제도에서 규제가격에 해당하는 설비제공대가를 위한 광섬유복합가공지선의 임대요금 산정 방식에 대한 사례를 분석하였다. 사례조사를 통해 다음을 확인할 수 있었다. 첫째, 고정공통원가는 여러 가지 서비스와 관련이 있기 때문에 한 가지 서비스에서 회수되는 것이 아닌 모든 서비스로 부터 회수되어야 한다. 둘째, 사용중인 자산과 미사용자산의 공통원가는 배부되어야 하며 미사용 자산에 배부된 공통원가는 규제원가에서 제외되어야 한다. 본 연구의 의의는 다음과 같다. 첫째, 본 연구는 공학적 모형의 원가함수를 통해 고정공통원가를 확인하고 고정공통원가의 처리방법이 설비제공대가에 미치는 영향을 제시하고 있어 독창적인 사례논문으로서의 가치가 크다. 둘째, 시설관리기관 설비제공대가 산정방안에 대해 이해관계자들의 분쟁이 발생함에 따라 2010년 전기통 신사업법 개정의 후속작업으로서 미사용자산에 대한 처리방법의 구체화가 필요하다는 점에서 실용적, 정책적 측면에서 의의가 크다.

영문 초록

The purpose of this study is to investigate an effect of fixed common cost and unused asset on cost of service principle with the exploratory case study method. To this end, this study analyzed the case for the calculation method of rental fee of the optical phase ground wire (OPGW) under the facility provide regime of the telecommunications industry. The findings of this case study are as followings : First, fixed common costs relate to the all services that are serviced. So fixed common costs must be recovered from all services not one of services. Second, common costs of the assets should be distributed used and unused assets. And common costs allocated to the unused assets should be excluded from the regulation costs. The contributions of this study are as followings. First, the study was to determine the fixed common cost by the cost function of engineering model. And diverse methods of fixed common cost cause the difference of facility provide price. Therefore this study has great value as a unique case study. Second, disputes of facility provide price of facility management agency is generated. So a follow-up revision of the 2010 Telecommunications Act is required. To this point this study is very significant in terms of practice and policy.
