국문 초록

본 연구는 제주지역을 중심으로 한 카지노 산업 세수확대방안 및 재원활용방안에 관한 연구이다. 제주 카지노 산업의 건전한 발전을 위한 제도정비 방침에 따라, 도내 카지노업계의 매출 수익을 도민에게 환원시키기 위한 조세납부 및 지역경제 기여방안을 마련하고, 제주지역 카지노의 매출 규모 및 운영상황에 맞는 적정 세수확대방안을 도출하는 것이 본 연구의 목적이다. 이를 수행하기 위해 국내외 카지노 조세정책 및 국가별 재원활용 사례를 활용하였다. 본 연구에서 제시한 세수확대방안으로는 과세표준조정, 징수비율 확대, 관광진흥개발기금 구간 확대, 라이선스 등록을 통한 재원 확보, 전문모집인 등록을 통한 과세, 지역발전기금 부과, 영업투명성 강화를 통한 매출 증대로 과세 규모 확대이다. 재원활용방안은 관광진흥개발기금의 활용 확대 방안과 재원 추가 확보분에 대한 활용방안 두 가지로 제안하였다.

영문 초록

This study is on the expanding tax measures and utilization of funds in domestic casino industry around the Jeju island. The purpose of this study is to establish a tax payment plan for reducing and contributing to the local economy and citizens by using the sales revenue of the casino industry and to draw the appropriate tax measures meet the expanding sales and operating situation of Jeju Casino Industry. In order to carry out the purposes of this study it was utilizing the domestic and international casino tax policy and regional funds use cases. The expanding tax measures presented in this study are expanding the collection rate, expanding tourism promotion fund segment, license registration, tax professional recruiters, local development funds, and strengthening business transparency. And utilizations of funds are proposed utilizing of the tourism promotion fund and utilizing of securing additional funding for the minutes.
