국문 초록
본 연구는 공공택지수급과 관련하여 사회적, 정책·제도적 여건변화가 예상되고 있는 상황에 대비하여 장래 소요 공공택지 공급역량을 객관적으로 진단하고 이에 대한 대응방안을 모색하는데 목적을 두고 진행되었다. 연구수행 결과, 장래 소요 공공택지의 공급이 부족한 상황으로 이에 대비하기 위해서는 정책적으로 택지수급계획의 정합성을 제고하고 현행 택지수급관리체계(국토교통통계누리, 택지정보시스템)를 개선하여 모니터링하는 체계가 필요하며, 사업적으로는 공공부문에서 임대주택건설을 위한 자체사용 택지물량의 확보뿐 아니라 민간부문에 의한 임대주택공급에 필요한 택지공급과 이를 위한 새로운 개발사업이 필요함을 도출하였다.
영문 초록
1. CONTENTS
(1) RESEARCH OBJECTIVES
This study aimed to objectively assess the supply capability of the public housing site in the future and investigated appropriate measures needed to prepare for the expected social, political, and institutional changes in relation to the supply-demand of housing site.
(2) RESEARCH METHOD
The changes in social, political, and systemic conditions and their effects to land supply and demand were primarily examined through literature review.
Moreover, the structure and characteristics of housing site supply and demand were analyzed by utilizing the databases such as the government’s housing site supply plan; Ministry of Land, Infrastructure, and Transport’s Statistics System (MOLIT Statistics System); and the Land Information System (LIS). Meanwhile, the supply capability of the housing site was assessed by focusing on the changes made in the business sector that will be influential factors in the future housing site supply and supply condition (volume, business feasibility) of the major public project operator (Korea Land and Housing Corporation).
(3) RESEARCH FINDINGS
The most important issues when deriving the study results were determination of volume needed to analyze future housing site demand and obtaining accurate data needed for assessment of supply capability.
2. RESULTS
According to the results of the study, it is necessary to reestablish the housing site supply system, secure sufficient volume for housing site supply, and implement a strategy for the development of a new business model in order to prepare for insufficient housing site supply in the future. Essentially, the consistency of the housing site supply and demand plan should be enhanced and the current management of housing site supply and demand system (MOLIT Statistics System, LIS) should be improved. Furthermore, while it is necessary to secure housing sites so that the public project operator would be able to construct public rental house, and it is also necessary to supply housing sites to construct by the private. For this purpose, new type of projects need to be developed.
