영문 초록

A government that is trusted and supported by its people can do its policy with faith and people will follow them along. The American government had not enough political support from its people since 1960. It was most of the time fewer than 30 percent. But after September 11th 2001, terrorist attacks on the World Trade Center and the Pentagon, the trust index went to 57% in October of 2001. The sudden rise tells the reaction and anticipation of the American government who take bold the anti- terror- actions. It is not appraisal and support to the achievement of George W. Bush. The American people fell that they need a strong leader in war times and give their trust and support to George W. Bush of the President of the United Stages. Just six weeks after the 9/11 the USA PATRIOT Act was approved. This law with 342 pages was passed by the Congress without virtually no public hearing or debate. The Act enhances the executive ability to conduct surveillance and places an array of new tools at the disposal of the prosecution. This act has many problems for the protection of the freedom. But a number of American people choose the protecting of the United States against terrorism rather than the civil liberties. In this legislation Congress follows the policy of the government. The highly transformative power of the Congress was given up. The cheek and balances of the American political systems was also broken and the power was more concentrated to the president. The president George W. Bush as a chief commander had good opportunity in the election 2004.
