영문 초록

Improper practices found in the process of police investigation can bring out issues in police ethics, and this may also infringe upon the human rights of residents. Particularly, if the police exercise police power without observing the regulations set out by law, and are not willing to correct their faulty habits and policies, protection of human rights would be even more difficult, and therefore, constant research and policy reforms should be implemented. Nowadays when independence of police investigative rights and local police are under consideration, these investigative practices and ethical issues of the police may be more important than anything. Based on such recognition, this research has been studying various cases so that improper investigative practices and loose police ethics would discontinue. In addition, discussions are presented with focus on a method of establishing proper police ethics, from a perspective that the diffusion of the human rights concept demands a re-institution of police ethics and investigation.
