영문 초록

This article is mainly focused on Information oriented local government and administrative effects in Korean local governments. In that two decades, Korean local governments chalked up many administrative effects in relation to administrative transparence, citizen participation, and so on. But there are many problems, by which local governments confronted, having "small but effective E-government" in their mind. These problems are technical problem, financial problem, cultural problem, and regional inequality in Korean local governments. Therefore, Central government or Local government, at that times, must make an effort to build up "small but effective", "transparent and democratic" local E-government, continuously.
